The National Pollutant Discharge
Elimination System (NPDES) stormwater program was created
to ensure that factories, cities, and other potential polluters
took the necessary precautions to minimize impacts on water resources.
Under the new "Phase II" permit requirements, many

These minimum control measures
were identified by the Environmental Protection Agency as the
cornerstones of the Phase II program. Under the Phase II rules,
many cities are required to implement these measures to ensure
that they are minimizing impacts upon local water resources.
But many are finding that they lack the staff time and resources
