Fix Impaired Waters
The Clean Water Act requires
states to assemble a list of "Impaired Waters"
that do not meet the standards for their intended uses. If a
lake or river is determined to be impaired due to nutrients,
bacteria, or other pollutants, the people responsible for managing
the impaired water must develop a plan called a Total Maximum Daily Load (TMDL) that lays
out a clear path for reducing the pollution to acceptable levels.
Minnesota has started to assemble their impaired waters list,
but many waters will likely be added in the coming years. This
means that many local governments and watershed groups will be
facing the prospect of having to develop TMDL's in the near future.
